The Fourth Clean & Clear List

Just recently, Directorate General of Mineral & Coal of Ministry of Energy has issued the fourth ‘Clean & Clear’ (C&C) mining projects in Indonesia, of up to 211 licenses. That will sum up to 4,597 mining licenses which have bagged license certainty from central government.

Yet, this number is only 44.9% of total mining licenses across Indonesia of 10,235. Most of them are awarded to coal miners. Still far? Maybe. But I personally wonder if this Clean & Clear licenses ended and let’s say 30% (just example) is considered not C&C, what the government would do? Unplug their licenses?

If yes, I believe there will be heavy protests from most companies. I’ve taken a look on ASX-listed Sumatra Copper & Gold Plc that most of their mines have no C&C Licenses. This company even have joined with Newcrest to develop their project. Furthermore, a number of ASX companies which have partnered with East Nusa Tenggara manganese companies even have no clear certainties on their mine status. A very complicated issue?

It will blow your head if you think about it. Let’s prevent it and take a look on the newest C&C companies. Are there interesting issues?

PT First Pacific Mining

When I look the last page, this company popped out as one operating nickel company in Halmahera. This company name reminds me of Anthony Salim’s First Pacific Ltd. Anthony Salim is known as major investor in Eastern Indonesia, mostly in copper and nickel. This one might be one of his company.

PT Billy Indonesia

I don’t know much about Billy Indonesia but this company’s name is widely mentioned in the previous C&C lists, mostly in nickel business. The newest C&C license is for its Bombana area.

PT Suma Heksa Sinergi

This company owns 9,000ha gold exploration license in Gorontalo. What’s interesting is it had partnered with SouthGobi Resources for gold exploration on its West Java mines, the Kerta Project, in 2007. It seems both companies had terminated the partnership several years ago.

PT Genesis Berkat Utama

Finally, this company bag manganese operation license for its Toli-Toli project. Western Manganese Ltd has partnered with this company since earlier this year.

PT Mutiara Etam Coal

This company is linked with Param Mitra Coal Resources Group, an India operated company. It said to have 12 million coal resources in East Kalimantan.

PT Borneo Indo Mineral

This is a subsidiary of PT Resource Alam Indonesia Tbk (RAIN). RAIN controls 90% stake in this coal mining company.

PT Kaltim Bio Energy

Kaltim Bio is a subsidiary of Kartika Selabumi Mining Group which controls PT Indah Mining Nusantara. KSM is heavily linked with Tjahjadi family and military personnels.

PT Aries It Indo

This company has signed MoU with 3D Resources for share acquisition deal. Its coal commodity is said to contain high quality calorie.
